Tommy Newton McMillan entered a modified guilty plea Wednesday in Benton County Superior Court to a reduced charge of attempted unlawful imprisonment. The Alford plea means he denied committing the crime but believed prosecutors had enough evidence to convict him. He was given a 30-day jail sentence. He received credit for eight days already served and is being allowed to serve the remaining time on electronic home-monitoring.

Copper was our beloved Mother, Grandma and Great Grandma. She was born at home in Poplar Bluff, Missouri, on February 28, 1920, to Robert Marion Shifley and Mary Grace Price Shifley and passed on to Glory in Richland, Washington, on November 16,2010. She served her Lord and Savior faithfully as a pastor's wife, Sunday School, Vacation Bible School and Missions teacher as long as she was physically able. Imogene was preceded in death and by her parents, three sisters, three brothers, and her husband Charles A. (Bub) Copper in 1987 after 50 years of marriage.
They spent the most part of their married life in Gary, Indiana, where they raised their three children. They retired to Orlando, Florida, in 1975 until his death. At that time she moved to Daytona Beach to be near her oldest son. In 2003 she moved to Washington to live near her daughter. Imogene is survived by her loving children, Charles A.
(Mae) Copper Jr. of Spruce Pine, NC; James Robert (Pat) Copper of Atlanta, GA; and Gracie A. (Richard) Downard of Richland; nine grandchildren; and 26 greatgrandchildren, and several nieces and nephews throughout the United States. DALE EDWARD STOVER Dale Edward Stover, 84-yearold wheat farmer and long time resident of Colfax and Endicott area, passed away November 13, 2010, at Whitman Hospital from Pneumoconiosis and Congestive Heart Failure. Dale graduated from Endicott High School in 1944. He met the love of his life Alice Jean Morasch on the school bus in 1941 and they were married in 1948 for 62 years.
He took over the family farm in Endicott in 1969 and worked until his last harvest in 2007 at the age of 81. Dale was a quiet man with a dry sense of humor who never gave a word of advice unless asked. He enjoyed hunting and fishing and working in his shop. He loved to read and passed that love of books to his daughter Barbara. He enjoyed attending his grandchildrens activities and drove to Seattle to watch Kim and Kate's Repp's dance recitals and came to Richland to watch his grandson Matt Rutt play Little League and attended his 15th birthday party in May 2010, even though he was on oxygen.
Before 2007 all activities were scheduled around wheat harvest as his son Fred helped with the harvest and his wife often drove the wheat truck. Dale was a member of the Trinity Lutheran Church, The Wilcox Grange, and Dusty Coop. He then taught physics at the University of Science Pulau Penang in Malaysia.
Upon returning to the US, he worked as a consultant for RARE Industries in Niles, OH, until moving to Kennewick in 1976 where he began his 20 year career at Hanford. After retiring in 1996, he worked for the Department of Ecology for five years. Since 1976, he was also a part time math instructor at CBC. Bob was an avid golfer and member of the Tri-Cities Country Club. When not on the golf course, he enjoyed hunting and flying model airplanes as a member of the Tri-City Modelers.

GARY MICHAEL COOPER Gary Michael Cooper passed away on November 16, 2010, after a courageous thirteen-year battle with cancer. Gary was born on August 29, 1948, in Pasco, Washington, to O.D. and Barbara Cooper (Corby). Raised in Pasco, Gary graduated from Pasco High School in 1966. After attending CBC for one year, he moved on to the University of Washington where he earned an accounting degree in 1970.
He returned to the Tri-Cities to begin working for the accounting Niemi, Holland Scott. He met his wife, Susan Sall, when they were children; their families were friends, spending some vacations together. Throughout his college years and her high school years they dated, eventually marrying on April 17, 1971. Their 40th wedding anniversary is just five months away. Together they had three children: Traci, Ryan and Michael.
In January of '76, Gary was hired as the Controller later he became CFO of Lampson International, at the time a small start-up crane company. He loved working at Lampson; he worked there for 34 years as Lampson grew into a large international company. Ever the stalwart, Gary continued to work through all his illnesses. Above all, Gary was a quiet, private and kind man. Though he was a quiet person, when he spoke people listened. Gary most certainly had a strong presence every family gathering. His main hobby was his job, which he loved. He also enjoyed movies and dinners out with Susan or with friends.
His preferred vacation spots were the Oregon Coast at Lincoln City and Las Vegas, where he and Susan went most years. He loved playing cards, poker and blackjack, going to the horse races and watching all sports. Gary enjoyed attending sporting events especially Seahawk and Mariner's games, but the last few years his passion has been watching his grandsons' blossoming athletic talents. For the past 10 years Gary has attended Faith Assembly in Pasco. He became saved during this time and although his body was weak.

She passed from this life, November 14, 2010, from natural causes, with family by her side. She was a much loved mother, grandmother, great-grandmother and friend. Fran served in the Navy during World War Il, and was a member of Bethany United Protestant Church in West Richland, and later of First Baptist Church in Richland. Fran was married to Dale Logan Henniger in Enumelaw, Washington, in 1947. They moved to this' area in 1955, where Dale served in law enforcement.
They raised three sons in their home in West Richland, and after Dale's death, Fran later moved into her home in Richland, where she resided until her passing. She was preceded in death by her The regional public facilities district, which is the first board of its kind in the state, was created to help the bi-county Tri-Cities region develop a project that will benefit the larger community. The regional board has authority to ask voters in all three cities to support a special tax that would pay for a regional project. Don Britain, a Kennewick councilman, said he wants the board to have public participation as early as possible before decisions are made to focus on any single project or group of projects.
